also am i allowed to submit a map with minimal-ish design with a promise to decorate it if it's good enough? or is it better to decorate it before submission despite the risk of it being declined?

maps should be finished before they are submitted. So you should present your map in the best light right at the start with the design completed.

if the map looks good without deco you could submit it

you could also maybe open a trashmap server or post it here, maybe someone will take a quick look if you're that unsure :v
