Backgrounds are made out of Quad layers, where the game takes an image and puts it in a game as a decal rather than a tile set.
If you have any images embedded into the map, you can right click the Quad layer and link the image to the quad.

You can add in images (i think) by going into your game files on your computer ( DDraceNetwork\ddnet\data\mapres ) and importing any images into it.
