Looks like there's only one server location in SA. You maybe far from it, however 200ping is extremely far from something in your own country.

They need to enable download skins themselfs in order to see the skin, not yourself

the refresh arrow in the Tee section in settings. it's not to add more skins, its to let the game re-read the folder so it knows any changes happened to it
