Actually, it doesn't seem to happen if you tab out normally, it's only when you use your windows key to tab out ..?

My ddnet does this very often ... After aproximatly 3 hours with the game open, a black screen comes for 5 seconds and my fps go from 1000+ to 300- ... i also get delay of 2 seconds (edited)
