I know what you mean, the problem is that nobody would dare to touch, nor recreate the teeworlds editor, and re-implement it inside the client
they would see it as a different game opportunity
you could have an optional background task for the client as well that aggregates modification intents in order to produce a new .map file, but in a low priority and saved to a temp file to not trigger reconnect

no, it's generally dependant on editor. the editor can load up already the last map you played (or the current one ingame) and could use the position of the tee to calculate where should not be an entity there.
