You gotta use some kinda graphics program like gimp, Photoshop, paint.net, inkscape. Other players will not see your design unless they have the same file (with the same name). For everyone to see it it needs to be submitted and approved to be in the official database.

if you are using dynamic cam you need to use cl_dyncam_max_distance
