ARIN only allows people onto the IPv4 wait list if they have less than a /20. Which is why the IP blocks go for so much these days in the secondary market. (btw, ARIN also limits transfers for wait list IPs for 5 years after they've been received to prevent people from just turning around and selling the IPs)

Seems like they're stuck in a catch-22 of their own making. No backup connections to the routers, no physical access to the routers, just no access at all. Since all access needs the routers functional.
