kog is different than ddnet, on kog most players know each other (on the servers they care about) on multeasymap servers people will randomly press f3 without caring at all (it will allow alot of funvotes). there is a channel to call mods.

The fact that you can’t kick a player that is not on your team is just asking for abuse. It should apply only if the player is in that team for x amount of time, like kill protection in a race

I'm fairly positive people with veto are the sole decider when it comes to map votes, you must've been under 20 minutes, unfortunately

Also, kick votes only work if 5 unique IPs are on the server (You get a message in chat telling you it's not possible) You're also unable to kick vote players that are in a different team, IE: you can't kick vote players on solo (as well as any /team) ... If you kick vote a player that's in your /team (obviously not team 0), they'll be moved to team 0 if you haven't started the map, or have crossed the finish line; rather than be kicked from the server. I believe if you kick vote players in your team AND you're currently playing the map, they'll be moved to spec. It used to kick the player off the server, and kill your entire team if /lock was enabled, I learned that the hard way while 1 hour into skynet comp. Only players that are in the same team as you are able to f3 / f4 votes that are made in said team. (Spec not included) (All players will still see the vote happening) There's a 30 second delay on voting when you first join a server, as well as a 180 second wait time on being able to vote again if the first vote fails.
