Anything that's in the skin database should be automatically downloaded as people use them, and visible to everyone. Visibility is determined by the name of the skin, as far as I'm aware... Make sure the skin's name is correct. https://ddnet.tw/skins/

If you've made it yourself, it should be added to the database first

Yes, you can send it to people and those people will see it

If it's in the database, they should already see it, otherwise, you'll have to give the skin to your friends and have them manually add it to their skins folder.
