I'd imagine to somewhat force a restart without forcing tees out of the server.
The server would restart itself once all of the tees have left the server, which would unlock itself in the process.(edited)
Skeith is right. I had to shut down DDNet Japan because I switched it to a smaller server, and I wanted to do that without forcing anyone to stop their run. So I set a password to prevent new people to join and let everyone finish their current run, before shutting down the server.

Without the pw I was afraid more and more people would keep joining, so I could never shut down the server without impacting someone's run
