if you read the chat closely, you can see a message popped up notifying you about the timeout protection, you can get back to your old position by rejoining the server after said message

The /timeout command itself doesn't do anything, he'd need to know the code aswell

you would need to find a host or host it yourself, there is a tutorial on forum on how to host a server https://forum.ddnet.tw/viewtopic.php?t=5095 you can also just join a empty server on ddnet, there are usually many of those
