both kinds of attacks happen. the hardest to block are on our game ports, with traffic that looks like regular players, spoofed from real player ip addresses
i think i will try to see if there is anything that could be done here tomorrow. Hopefully the Programming and Linux sysad-experience pays out here (edited)
This would help reduce the impact of DDoS attacks against the master servers because there are caching services available for HTTP (such as Cloudflare).

I hope you keep all these ideas private and dont share anti DDoS ideas on the discord or github forum things. These kids will look for ways. But in my short experience of hosting minecraft, all server hosters come with like 15GBps DDoS protection. Are you guys honestly getting attacked by more than this on such a light weight game?
I have often seen kick votes work properly on Novice servers. And we don't have enough moderators, and most players are not on Discord so they can't call mods
