damn, u just gave me the answer to my problem. On my new ISP i have a shittier ping, if i try to use free vpn software i can see better ping to i am getting instantly banned because it's forbidden xD

then it's a routing issue, not a port problem

Yeah sounds like a routing issue. ISPs shift routes all the time, maybe wait a week or so, see if it gets better?

I have been experiencing this problem for over a month

It's rarely useful to call and complain about routing to a consumer ISP. The customer support usually doesn't even know what a route is

i am using ping command in cmd but i get around 53ms and in game i get well above 60

the ping ingame isn't accurate

Long routes usually happen when your ISP can't afford a direct peering or thinks the direct peering isn't worth it

not just your isp, but also our hosters. we have rather cheap hosters with bad routing for GER
