on official servers we try http map download first, then fall back to udp

the udp download speed depends on your ping because it's implemented with a fixed amount of packets allowed in-flight

http scales up automatically, and we use cloudflare as a cdn to get great download speeds everywhere (except china apparently)

hosting servers in china requires being a chinese citizen or having a chinese business license, none of which we have.
