No idea, it shouldn't be an issue unless you're using other weapons constantly, you shouldn't be swapping to your pistol that often (jetpack)

Delay in rcon is a problem, tw runs in a single thread mostly, so a delay is not trivial to implement

It seems rather easy to implement delayed binds though. You need a list of commands as strings, sorted by the time you want to run them at.

iirc tf2 supports delay commands
