Why flags can't work like skins? Like, we can add flags we want, and only people that also downloaded would see?

as far as I remember you gotta edit the index.txt in the countryflags folder, add your flagcode etc. and then put the file in there

It's the old way, it doesn't work anymore, because there are no comments inside the file anymore
