tile layers are limited in position to the grid. Which makes them very suitable for actual gameplay elements. Like hookable killtiles etc. And quads are not limited to the grid so they are mostly used for design.

but the real difference is the grid tho. Tiles are tiles... and quads are free enetitys that can be stretched and rezized or rotated how you want.

All actual gameplay elements are tilelayers like #game #tele #speedup #front. But tiles like collision and hook are not visible ingame. So you apply a "design" to them, which is usually tiles as well but it doesnt have to be. It just makes sense mostly.
