Fixes #1376

There is no vote_unmute nor a command to list current vote bans. Also, I think vote bans should be announced in chat. Shows others that fun-voting has consequences and adds moderator transperincy.

if you vote_mute someone, you can check that the time in seconds is going under 0 (negative) in vote_mutes

Instead show □ (white square, 0x25a1) as replacement character The old behaviour was to continue when a glyph was missing, not load the glyph and then instead fill the bitmap with random garbage that was still in the buffer. Introduced by https://github.com/ddnet/ddnet/pull/1081 @Jupeyy
