for what is this /spec delay?

When you spam it you are spamming the particle effect, the spawn sound and moving the player list constantly.

It has always been there, I just implemented it a bit more precisely. Might want to retouch on the specific delay we use.

hm it's a bit weird because it spams this "can't pause that quickly" message xd and also I think it matters a bit for speedruns on maps like Aim

I dont like this message "You cant pause that quickly" its annoying

If the delay is like 1s longer than it used to be, you loose like 30s on maps where you have to spec often for the speedrun

I see no way how to spam or annoy other people without this delay

If ppl chill too much in race and get time higher than -9999 they get no score in scoreboard after finishing. I hope my little change fixes this and doesn't add too many new bugsis ... c:
